Problem with Cycas revoluta

I have a small revoluta I bought in 08 from Ikea. It's planted out and put out 5 fronds in 09. This year it put out one stunted frond in June. In August it started to put one more; it got to about 2 cm then stopped....then dried and died. What could this mean? Is it doomed??
