Another dwarf shrub that I grow is Photinia x fraseri 'Little Red Robin'.

The new foliage is bright red, and is a really pretty plant. Evergreen and very hardy too!

Not sure if this has been mentioned, didn't see it, but Brunnera 'Jack Frost', is about 30 to 45cm tall, adds colour, is tough as nails, evergreen through all but the coldest of winters, and has forget-me-not blue flower in spring icon_thumright

Just needs a tidy up after flowering, or leave to set seed.

Great suggestions here guys.

Also I love that red Heuchera, that looks absolutely pristine! (that will be on my list, and you can get them at this time of year too!)

Brunnera is something that was actually on my mind, I like the leaves, can you get them at this time of year or are they only available in summer (herbaceous?) and you reminded my Dave, also I can use some of that invasive green plant :) (name escapes me)

I know you said no grasses, but Hakonecloa macra aureola grass on the edges always looks good and I include loads of them in every garden I work at ...

(won perennial plant of the year in 2009 .... goes brown in winter (but still looks good), and in March, you cut off te brown leaves and new ones grow

here is a bit more about them:
