Planting After Scale

I am planning on removing an outdoor grape vine, which has had a series of scale insect infestations. Its days are up as I've been given a Campsis x tagliabuana 'Madame Galen'. I wondered if there's anything you recommend I should do before I plant the Campsis? Will the insect be able to overwinter in the soil/trellis support/fence structure, I know they are hardy blighters. These guys make my skin crawl!
Any advise appreciated.

I had an infestation of scale insect 2 years ago on some ivy on a fence and on 2 bay trees, i firstly sprayed with soapy water and a few days later insectaside, last year i was vigilant (a bit obsessed really) and fingers crossed i have won the battle. I will continue to keep watch..
