Do pre-scarified seeds still need soaking?

Bought some pre-scarified canna seeds this year (with a laser, apparently). Do they still need soaking prior to sowing?

I would and they'll germinate (with luck) over night!

I have done both and soaking them after seems to be the best.

If time allows I'm going to do a timelapse showing how quickly they germinate.
