Cold rampers love big high pressures over Scandinavia and these can become semi-permanent in the winter if the ground is cold and snow-covered - the high pressure essentially feeds on itself and becomes colder and colder and the pressure rises.
The "blow torch" melts the snow away and makes it more difficult for high pressures to establish.
It can be interesting to watch the battles ensue in the winter and cold rampers will often big up high pressures and say they are immovable, but when the Atlantic roars it blows them away and melts the snow and ice
