-8c is probably more common than most of us Northerners may think but it may only drop that low for short spells of time and be mingled in with + daytime temperatures which means many plants aren't badly affected.

I'd say that in an average winter over the last 2 or 3 decades there were less periods of -8c here than in the last 3 winters.

I'm hoping those 3 winters have acted as a reset button and we're now back at 'default' winter weather.

Much of the north tends to be coastal towns and there is not a hige flat area for the cold to accumulate as in the south, so its harder for it to reach -8C on a cold still noight in much of the north. It is inland low lieing areas that see the most radiational frosts.
John P can probably confirm that, as he lives in one of the most afflicted places in the country.
