I cant send or recieve PMS

I still cant send or receive PMS, it says on the FAQS to contact an administrator but i cant do that either, can someone contact me to solve this please or tell me what to do.

Everyone can receive PMs but new members can't send them, but is says email using the contact link at the bottom of the page.
