Some new culms do emerge inside the clump but I can't say whether they would necessarily come up where you have thinned out, or if they will necessarily be larger than the ones you removed, but I would give it a go and see what happens next spring.

I don't know about toxicity, but those hairs on the sheaths of Fargesia robusta can be quite an irritant when they stick in your skin. I remember last year when I was removing old spindley culms from the centre of the clump, I got them all stuck in my forearms.

They grow from the top of the culm so cutting the tops off should stop them. I don't think that is quite true or at least not the full story. for ground cover, I would stick with evergreens ..... there's no point in having pretty flowers for 2 months of the year, and bare soil for 4 months of the year I find a mixture of evergreen and herbacious/deciduous is the best way to go. Yes, it's very easy to remove the unwanted bits though, and you can pot them up to make new plants. It's hardly a rampant invasive. I don't think it warrants a sunken pot.

I would say you can't put a date on it. You have to go by the weather, which obviously can vary up and down the country and also from year to year. Mine would normally probably be unwrapped by now. If it is mild, you need to unwrap to let the air to them because rot can set in and spread to undamage...

I think it looks too smooth for a Cyathea trunk. I would expect some remnant of scales like the pic in the link.
Lots of plants leave leaf scars like that, Philodendron for example.

I have used the plastic cloches on tHedychiums for a couple of years now and it definitely makes a diiference. I can't put a figure on it, but they can languish in the soil until well into the summer if you don't get some heat into the soil, so it greatly improves the chances of flowering before end...
