When to use a fertiliser?

Hi All

I have an Amorphophallus Titanum which is currently only a germinated seed, currently about 30mm in height. Yes a long way to go!!!!!
Firstly, I would like to ask when do I should start to use a fertiliser, or is it the case that this should not be used until it gets bigger?
Secondly, will it carry on growing through the winter months or will it go dormant like more mature plants?
It will be kept in the house at what I hope will be a constant and adequate temperature.
