They are all hardy where the site owners come from, Florida and Texas.

such spindly leaves - does excessive heat do this? and lack of cold stop the chunkiness we get

I wonder if its because they're grown so close together in the second photo? because if they werent up against that wall in the first photo, the wind would blow them over! :? lol

Probably a combination of factors to grow Tracycarpus with those features.
Heavy premature grooming of the fronds while growing in a fairly mild and periodic warm winter climate.
