Can you take cuttings from this plant or does it generally not take?

Just googled and was expecting a succulent Euphorbia in which I'd say probably fine. Nice looking Euphorbia though. I think you would need some root but haven't tried. I find Euphorbia "Dixter" quite invasive.

Cuttings of Euphorbia mellifera are quite easy.
I've made them in summer, cut pieces of 10cm , let only a few leaves on the cutting, and let them drip and dry a half day (than they stop bleeding).

Than just put in the soil and keep moist.
The first winter you have to keep them frost free.

I think I'd rather let it die

I'm sure it'll grow back after it gets frosted, although Ive heard mixed testimonies. I won't please anyone by allowing a Eurphorbia to bleed
