My black bamboo new shoots are coming out green,is this normal

Perfectly normal - they darken with maturity.

Yes they do start out green and ripen black over the season. Problem for me was they sprouted everywhere

Not all go black. Depending on the strain of nigra you have some will stay green with brown and black markings. Some just go a dull dark brown.
