I got -4.5C in March last year then -4.1C in early April... you're never in the clear until Mid-April.

I got -6c in May one night a few years back I think it was 2010. But like Dave says its unlikely to kill the plants just damage all the new growth.
Most wanted list - Any Young Trachycarpus and/or fern.

The reason we get the coldest weather in Feb, is we are far more likely to have blocking easterlies than in Dec or Jan. Although the hemisphere has started to warm, there is still a lot of cold about, and we are more likely to experience it.

Also we are far less likely to have Icedays the further into Feb we go, and the strength is returning to the sun, the shadows shorter so any plant warmed during the day can take cooler conditions at night without freezing through.

I used to go down to Architectural Plants at the famous frost pocket Nuthurst Nursery which saw -19.2C in 1991, and spend an hour, or as long as I could, talking to Angus White. He said he always removed protection on Feb 16th as there was never 'killing cold' after that date.

I am not sure its because the likelihood is greater, its just that the cold airmass over eastern europe is peaking in size and intensity and therefore when you get wind from the east its ten times worse in early feb than in december. Plus whilst solar output calculation says 19th january as the turning point, i suspect it is at least 2 or 3 weeks before the positive output starts to have any meaningful effects.
However bear in mind that sea and surface temps in our part of the world are between 1C and 4 c above average this year , and we have a very good head start towards spring.

Coldest day of year (rolling average) is 5th february , so the solar input must exceed rate of cooling prior to this day ,and given the turning point would be a flat bottomed graph , i would guess 19th january is about right.
