personally, I don't think you can make a 'definitive' list. Its alright saying at Y degrees this plant will be actively growing or at X degrees that one. Siting is a factor as well. The thermometer may read one thing, but a windy site will lower the ground temperature, as will types of soil ie moisture content of sandy, clay etc
